James Parker

Founding Partner

James has worked within the ecosystem services industry since 2008 and gained broad expertise developing and operating ecological offset projects throughout the U.S including: stream and wetland mitigation, habitat and endangered species conservation, natural resource damage assessment, and water quality and nutrient reduction projects. James has been involved with the acquisition, development, and management of more than 30 different ecological restoration projects. James has settled hundreds of credit transactions to satisfy federal and state permitting requirements to advance his customer’s projects. James is a founding member of the Virginia Environmental Restoration Association and a past board member and president of the Ecological Restoration Business Association. James holds a BA from James Madison University and MBA from the UVA Darden School of Business.

Bobby Proutt

Founding Partner

Bobby has over 14 years’ experience within the ecological restoration industry, beginning with practicing legal work before managing all aspects of a full service ecological project development firm.  In his career, he has had experience with the full life cycle of these projects – from identifying the land, negotiating with landowners, and obtaining required permits and approvals, to construction management and post-construction maintenance and monitoring – and overseeing a team to implement these projects.  He has extensive experience addressing regulatory issues in this industry given his legal background.  He also has extensive experience structuring deals and transactions and managing projects and systems.  Bobby is a founding Member of the Virginia Ecological Restoration Association, President of the Virginia Association for Commercial Real Estate and the incoming President of the Greater Richmond Association for Commercial Real Estate.  Bobby earned his undergraduate degree from the University of Virginia and J.D. from the University of Richmond School of Law.

Jason Bohdan, PWS, PWD

Director of Field Operations

Jason has 14 years’ experience of his own in mitigation banking and ecological restoration. Jason’s expertise encompasses a broad spectrum of technical skills including fluvial geomorphology data collection and analysis, natural stream channel design, wetland hydrology, hydric soil analysis, plant identification, and wetland delineation. With his extensive technical knowledge, Jason has overseen all project field operational aspects including ecological site feasibility assessments, wetland and stream restoration design, Section 401/404 permitting, construction oversight, post construction success monitoring, structural and vegetation maintenance, and long-term management of ecological restoration projects. Given his “cradle to grave” involvement with ecological restoration projects, Jason is proficient in his ability to identify potential risks associated with the ecological performance of projects, determine how these issues may affect future credit release, and develop viable cost-effective long-term solutions to meet project goals and performance standards. At Clearwater, Jason oversees all operational aspects, from the initial technical assessment and analysis on a new project to construction oversight, project monitoring and maintenance.

Ben Snyder, PE

Lead Project Engineer

Ben has 12 years’ experience in the environmental restoration industry, including stream and wetland design expertise on private and public projects in both urban and rural settings. Ben holds the following licenses: Professional Engineer (PE-Virginia), Wetland Professional in Training (WPIT), Responsible Land Disturber (RLD) and Virginia Pesticide Applicator. Furthermore, Ben has completed the following training courses: Rosgen Stream I-IV, NCSU Hydraulic Modeling – River Course 302, NCSU Construction Practices – River Course 401. For Clearwater, Ben’s responsibilities include permitting, construction oversight, stream and wetland design, desktop analysis and site searches, nutrient reduction assessments, site monitoring, reporting and maintenance.

Garland Mooney

Senior Project Manager

Garland has five years’ combined experience in relationship management and environmental stewardship. She honed client relationship and data management skills during her time with Brown Advisory as a wealth management professional. She later pursued her passion for environmental stewardship within the land conservation industry where she gained valuable experience performing plant identification surveys, invasive species removal, native plantings, vegetative monitoring, and trail construction and maintenance for public and private partners. Most recently, Garland expanded her expertise in ecosystem services while leading 100+ guided hikes, tours, and discussions in Aspen, Colorado. Garland graduated from the University of Virginia with a Master of Public Policy and a Bachelor of Arts in Global Environment and Sustainability.

Greg Kouri

Senior Project Manager

Greg has 6 years’ experience in the environmental services industry including wetland restoration projects, water quality monitoring and fish tissue collection, construction oversight and administration, and wetland delineation.  During his career, Greg has been closely involved with the permitting, construction, monitoring, and maintenance of more than 30 stream, wetland and nutrient reduction projects throughout Virginia.  Greg holds the license of DEQ Erosion and Sediment Control Inspector and has attended Level 1: Applied Fluvial Geomorphology with Dave Rosgen. For Clearwater, Greg’s responsibilities include site maintenance and monitoring, wetland delineation, construction oversight, permitting and reporting.

Austin Ziletti

Technician

Austin possesses a life-time of hydrologic experience and an insatiable appetite for knowledge. Through his twenties, he was fortunate to spend 200 days or more a year on the water teaching and guiding fly fishing trips in his home-state of Virginia and through the Pacific Northwest. Having gained an intimate knowledge of Virginia’s native flora and fauna, with an emphasis on aquatic systems, he could not feel more at home joining the Clearwater team. Austin’s contributions to the team include site maintenance and monitoring, wetland delineation, construction oversight, and project reporting.
